I'm a non-resident of Detroit, who paid Detroit city taxes, but telecommunicated all of 2021

How do I get the money paid to Detroit as taxes for 2021 if I, as a non-resident, didn't actually work in the city. I telecommunicated the entire year and would like to get my money returned. I've worked through my tax return, but not yet filed, and see no option to do this. Online there are mentions of a form 5119, but all links are just for explanation for the lines on the form, no actual form or how I submit it. Also, there is nothing in turbo tax for me to get my money back, it tells me I owe $6 to Detroit.

Please help!

To get your money back, file a nonresident Detroit return and fill it out showing you worked 0 days in Detroit.

 

Here's how to do it:

  1. In Michigan, check that you need a Detroit City return in Which Cities Did You Live or Work In?
  2. Check that you file as a Detroit Nonresident
  3. Keep going until you see A few things before we wrap up your state taxes
  4. Start Michigan City Tax
  5. Check Detroit on Live or Work in Any of These Cities? 
  6. Select Work on Detroit return and select file as a Detroit Nonresident
  7. Edit your Detroit Wages
  8. On Detroit Wage Adjustment, select Working Days Allocation under Adjustment Type
  9. Fill in the information in Allocation of Detroit Wages. Enter 0 for Total days Worked in Detroit

When I filed my state of Michigan taxes, I also completed the non-resident City of Detroit Tax Form of which I did not work in the Cith of Detroit the entire year of 2021.  I received my refund from the State of Michigan for my State Taxes, do I have to print off and file my City of Detroit taxes myself or where they filed electronically with my State of Michigan taxes?  How do I get my refund?
