Both the IRS and the California FTB have extended the tax filing and payment deadlines to October 16, 2023, for California residents in counties affected by the winter flooding and mudslides. You do not have to complete either return before the October deadline.

So, just to be 100%. sure, I DO NOT have to FILE either my Federal or State income taxes and also, I DO NOT have to PAY for either before the April 18th, 2023 deadline, since I am located in San Diego, California.
I can delay my filing and paying both to any time before the Oct 2023 deadline.
Please confirm if my understanding is correct.
Only residents who live in these seven counties have to keep the usual filing deadline of April 18, 2023:
Imperial, Kern, Lassen, Modoc, Plumas, Shasta, and Sierra.
I think all of San Diego County is included. I do not know if there is a need to file a form different from asking for an extension as part of the April 18, filing.
According to the State of California in this memo, California State income tax filing deadline has been extended until Oct 16. This includes San Diego County. Keep in mind, this deadline only includes state and not federal.
