I lived in Nebraska and earned income there for 7 months and moved to Texas for remaining 5 months of 2016. Do I still need to file a NE State Tax Return?

Yes. You will file with Nebraska as a "partial-year resident", and report your income while living there. (Texas has no state income tax.)
