Was a part year resident of MI twice during 2018,I moved out of MI to another state and then moved back to MI from another state.Can I file MI state return as resident ?

Did you move out and then move back in ?   Where else did you live ?  Did you ever change your residency formally ?  Change your DL & voter's registration ?

Yes I did change my residency formally

Part-year resident. You are a part-year resident if, during the year, you move your permanent home into or out of Michigan. You must pay Michigan income tax on income you earned, received, or accrued while living in Michigan
