I live in WV but worked in OH. I'm trying to file state and it is bringing up a form IT NRC, but it looks like it's assuming my WV wages are also OH. What do I do?

There are two columns. And everything is shaded out except column B where it says OH Amount. Column A says Federal Amount and shows my wages for WV. The descriptions next to the columns however say wages made in OH. At the top, it says that if none of the federal amount in column A is for OH, then make it 0. The box is shaded out so I can't edit it. This is the first time I've had to file for another state and I don't know what to do.

If there is no Ohio withholding in boxes 15-17 of your W-2, you do not need to file an Ohio return at all. 

In the personal info section, when it asks if you made money in another state, answer NO, per the reciprocal state instructions, on that page. This will prevent TurboTax from thinking you need to file an OH return.

Ohio has a reciprocal agreement, on wages, with all neighboring states. No Ohio state taxes are withheld or due and you do not need to file an OH return. But your home state will tax you on your Ohio income.

If Ohio taxes are mistakenly withheld, you have to file an Ohio return to get a refund. You should ask your employer to stop withholding so you don't have to file an Ohio return every year.

However the reciprocity agreement does not apply to local city taxes. You are not required to file an Ohio local city return, but you are also not entitled to a refund of the city withholding (box19 on your W-2), unless there was an error in the amount.
