I live in WV but was a student at a college in Tennessee and earned $1530 in 2016 there. No Income in WV. Do I need to file a TN or WV state tax returns?

For federal (1040), see below table.

TN doesn't have individual earned income tax, so NO for TN.

Because you didn't make any in income in WV, NO for WV.
