In general, if you have already filed and you need to include additional income or make a change to your return, then you will need to file an amended return.  If for some reason the IRS does not accept your filed return, then you can make the addition or change before it is resubmitted.

 

If your return is accepted by the IRS and your Form 1099-G is reporting income from unemployment, then you will need to complete an amended return to include that income.  

 

If your Form 1099-G is reporting a state tax refund for your 2019 return which you received in 2020, then an amended return may not be necessary.  If you used the standard deduction on your 2019 Federal return, then the state tax refund will not be taxable on your 2020 return and you would not need to amend your return.
