Pennsylvania resident but work in NJ. Employer took out taxes for NJ when they shouldn't have. I am trying to file a return for taxes paid to NJ. NJ is a reciprocal state with PA so I should not have paid any taxes to NJ

You must do a nonresident return for NJ, and then a resident one for PA. Since you owe PA taxes, there may be interest and/or a penalty.
