Yes, that is common for certain localities in PA.  In TurboTax, you can click the "Add Another Row" option and just enter Box 19 and 20 twice (if need be you can copy the amount from box 18 also).  For your federal return, this only matters if you are itemizing your deductions for the state and local income tax deduction.  

You will need that information when you file your PA local income tax return.  However, TurboTax does not file those returns for you.  You will need to file them yourself with your local administrator.

Often PA employers will show both two numbers for local taxes withheld.  One is the local earned income tax withheld from your pay, the other local services tax, which will be under $52, the state max allowed.  The LST is not tax deductible and can't be used as part of local earned income tax return.
