Yes, you can still file your 2017 return and there is no penalty for filing late if you expect a refund. You'll need to purchase and download the TurboTax software for PC or Mac as TurboTax Online and the mobile app are only available for the current tax year.

After installing the software, open it and follow the onscreen instructions.

Prior-year returns must be paper-filed, as e-filing is no longer available. We'll walk you through that process when you get to the File section in the software.

I also paid filed with Turbo tax in 2017 and apparently my 2017 state form did not file.  So I need to repurchase the tax software in order to do it?  Even though I paid for the home and biz package already in 2017?

You can use the 2017 software you already purchased. Log into your account and say that you need to amend your 2017. That will allow you to download the software to your computer along with your tax files. Once downloaded, you can do the state easily.
