I didn't know a learner's permit was considered as a State ID or a Drivers License when I submitted my taxes. I clicked that I don't have any of those. Can I change it?

It would be really best if the website's form puts in an information box next to the bar that explains this type of situation about state ID and driver's license. Could I be able to call or somehow reach IRS and change what I put on there or no?

No you do not have to change that. If your return has been filed and accepted you have no reason to put in anything about your learners permit.
