The following states allow a taxpayer to itemize deductions while claiming the federal standard deduction: Alabama, Arizona, Arkansas, California, Delaware, Hawaii, Idaho, Iowa, Kentucky, Minnesota, Mississippi, Montana, New York, North Carolina, Oregon, and Wisconsin.

Unfortunately, Massachusetts does not allow you to itemize on your state return if you take the federal standard deduction. 

If you are required to file a California return, and your itemized deductions exceed the California standard deduction, TurboTax will automatically switch you to itemized deductions if it brings you a larger tax benefit.
