I am filing by mail in CT. Do I have to include CT1040WH?

The instructions on the CT 1040WH say, "To prevent any delay in processing your return, the correct year’s form must be attached to the back of Form CT‑1040, Form CT‑1040NR/PY, or Form CT‑1040X and submitted to the Department of Revenue Services (DRS)."
