Arizona Form 309 (Credit of Taxes Paid to Another State) is requiring you to enter the income tax liability to Louisiana for the year. This amount is shown on Line 14 of your Louisiana Form 540B. It should have automatically flowed to your Arizona return if you completed your Louisiana return first.
If you have not done so yet, please complete your Louisiana return. Instructions and guidance for filing a nonresident return can be found here. Once you go through the Louisiana interview screens, you can go back into your Arizona return and the correct data should be on the screen, Taxes Paid to Louisiana.
If the correct amount does not flow to the screen, then you will have to manually enter the information in the box under the column Amount if Different. You will get the amount from the 540B. To preview your Louisiana return in TurboTax Online, follow the instructions here. To preview your return in TurboTax Desktop, simply go to Forms and click the 540B. Enter the amount from Line 14 into the appropriate box in the Arizona return.
I have attached screenshots below of a sample return completed. As you can see, the amount that flowed to the screen, Taxes Paid to Louisiana, matches the Form 540B.
