I am claiming the 'other state tax credit' since I live in CA but work remotely in MI. Last year I had to manually send the FTB my MI tax return, how can I do it here?

In the Schedule S, it says:

"You must attach Schedule S, Other State Tax Credit, and a copy of your tax return(s) filed with the other state(s) to your California tax return. If you e-file, do not submit tax returns filed with other states to California. Retain a copy of other state tax returns, along with a copy of this form for your records."

Last year I e-filed thru TurboTax and the Franchise Tax Board (FTB) still asked for my MI state return. Am I misinterpreting this statement?

No you are reading it correctly. 

You can e-file the return and the State of CA can still ask for it to verify it, however you did e-file correctly.

The states (especially CA it seems) can do these checks just to make sure it is correct, so I would e-file just like you have in the past (and have a copy of MI ready should they ask for it).

Some file Federal returns (e-file) and IRS calls employers to verify the W-2 is correct.  Just a method of ensuring they are not issuing refunds when they should not be.

No you are reading it correctly.
