How do I give my state when I live in France ?

I cannot get beyond providing US state, but I live in France year round.

Choose Foreign or U.S. possession in the box State of residence (on December 31, 2022). It's the last choice after Wyoming.

On the screen "Enter your current mailing address" change Type of mailing address from U.S. address to Foreign. That will allow you to enter your French address.
