Q. How do I edit my Form 37?
A. Two facetious answers: 1. Very carefully and 2. Don't bother
Form 37 is for City income tax (administered by the Regional Income Tax Agency [RITA]) and is not part of the state filing. Form 37 cannot be e-file and must be printed and mailed.
I actually find it easier to fill out a city return by hand or at the city, CCA or RITA web site, than to use TT. Things don't happen automatically and you need to know what you’re doing. The actual RITA/city forms are easier to follow than the TT interview..
That said, to do it in TT, first be sure boxes 18-20 of your W-2 are correct, particularly the RITA code in box 20.
TurboTax (TT) does not automatically prepare a city return, you must initiate it. At the screen, in the Ohio program, titled
"A few things before we wrap up your state taxes"
scroll down to Ohio City taxes.
Or, later
"Your 2021 Ohio Taxes are ready for us to check"

-Scroll down to Ohio City taxes.

Form 37 is for city taxes (if the city is a RITA member).
School District Income Tax is separate from city tax.
TurboTax (TT) does not automatically prepare a School District return (form SD 100), you must initiate it.
