Yes. Since he is a permanent resident of MA and only in NY on a temporary basis, if he has NY sourced income, he will need to file both an NY nonresident state income tax return (to report his NY sourced income only) and an MA resident state income tax return (to report all income from all sourced (including NY sourced income). He will be able to claim a tax credit on his MA return for any NY taxes paid on his NY nonresident state income tax return on income that is being taxed in both states.
Just follow the TurboTax guide when working on your states (remembering to do your nonresident state return first) and TurboTax will do all the calculations and credits to your resident states return.
