Georgia Retirement Exclusion

When I reached 65(?), while I still had state taxes withheld monthly, they were always refunded to me when I filed at the end of the year.  This year, however, I am being told that I am only getting back a small portion of that amount.  I am a Georgia state retired reacher, living in Georgia.  Has the law changed, or is there a mistake?  I have asked this question before, but have not received an answer, and really need help.  I would rather not upgrade, because this is the only question I have.

Georgia Retirement Exclusion

As a Georgia resident age 65 or older up to $65,000 of your retirement income is excluded from being taxed by Georgia.  Up to $4,000 of the maximum allowable exclusion may be earned income.

In the TurboTax Georgia state program verify that your retirement income is being excluded.  On the screen Here's the income that Georgia handles differently, on Retirement Income Exclusion click on the start or edit button.  Is the amount of your retirement income entered the same as or more than what is shown on the Form 1099-R that you received?

Also, between July 1, 1987 and December 31, 1989, Georgia did not adopt conformity to federal law regarding deductions for contributions to the Teacher Retirement System of Georgia.  Were you a Georgia teacher during this time and did you contribute to the Teacher Retirement System?
