If you are getting the "TurboTax is up to date" message when trying to download your state, rather than actually downloading the state?
Try running the Windows Fix-It tool, as described here
You run the tool, select "Installation Problem", then find the TurboTax 2019 wcaiper, or it might have your state name instead of CA. Then try download again.
If that doesn't work, you have to call turbotax 8004intuit, and ask them to add a manual state download to your account. You could also try with the turbotax support facebook account -- this is a really common problem (there are dozens of such threads in the community forums with identical problem) so maybe facebook support people are now authorized to add a standalone download. Otherwise, the phone support people can do it. I suggest you enter your callback number, so they call you back rather than waiting on the phone. This is a really common problem, and it seems like most people only get it working after getting the manual download.
I had a similar issue when I purchased and used an additional state prior to using my free state first. After spending nearly two hours on the phone with a phone answering person, not a tech - she had to instant message a tech trying to resolve my issue, I ended up resolving on my own. Had to remove the the TurboTax files from computer - not the completed tax forms. I then downloded the Turbotax files from the TT website. Make sure you have the product key. My free state worked after the reinstall.
