If you were printing and mailing your tax return, you would need to include with the return any forms that had taxes withheld, such as a W-2 or a Form 1099-R.  If you are e-filing your tax return, the tax data from the Form W-2 is already included in the e-file being transmitted and there is no need to send in any tax forms that show taxes withheld.
