I ran into this with RI too. The issue is with NC, not with TurboTax.
Choose the file fed form option, but not the state, for now.
That way you can at least get your fed taxes filed.
Come back after the 24th of the month and NC will be ready to accept electronic returns.
When I had the issue in RI, I simply tried it once a day until it finally transmitted.
The state of NC is saying the 24th, but it could be sooner. RI had been saying the 25th, but started working early this week. I'm not sure if everyone reading these messages realizes it, but this is a community board.
The people responding are like you, just users of TurboTax, not TurboTax employees.
Same here. Deleting the state and doing it over does not work. And you don't even know it won't work until after you've paid.
I just figured out how to do this as well. Help says you can't delete your state return if you've already paid but that was incorrect. I chose start over for state without entering any info. I then clicked Home\State and "Pickup where you left off". That's where it gave me the option to Delete NC State Return....and I was able to file Federal without this issue.
So it's clearly a state issue (i.e. NC is not ready to accept state returns yet).
Same here, I transmitted 2 returns for my kids and then it gave me the error on mine. looks like now we have to wait until the 24th to send state
I was coming across the same message and I was wondering did you figure the state out? Thank you in advance for your help….
From what I've read NC is not accepting efile until February 24th. I did get 2 to transmit on the 10th and I have 1 left to do. Probably have to wait until the 24th
2021 transmission not available
E-File your federal taxes and select the mail option for your NC state taxes - North Carolina is the issue!
WOW wish I had seen your response earlier. Yes I was able to transmit my return today.
In having the same rejection for NC and my federal return. What should i do?

The North Carolina Individual Income Tax Return Form D-400 is not yet available for e-filing. It is estimated to be available on 02/24/2022
Go to this TurboTax website for North Carolina state forms availability - https://care-cdn.prodsupportsite.a.intuit.com/forms-availability/turbotax_nc_online_individual.html
If you want to e-file your federal tax return now then change how you file the NC state return. This assumes that all of the forms and schedules included in your federal tax return are available for e-filing.
If using the TurboTax online editions click on File on the left side of the online program screen. On Step 3 of the File section click on Start or Revisit. Select the button File by Mail. Then change the filing status of the state return.
After the federal return is e-filed and accepted by the IRS you can e-file the state return when it is available for e-filing. Just use the same procedure and change the state return back to e-filing.
The N.C. Department of Revenue announced that it will begin processing 2021 tax year returns in mid-February, which is several weeks after the start of the nation's tax season on Monday, January 24, 2022. This delay is due to the late approval of the state budget, which included multiple tax law changes
Ok so I found a fix, So when you click file it will pop up with efile next to federal and state then click file by mail. It when then give you the option to select not ready to file next to your returns which will then let you efile your federal by itself. So click not ready to file next to state then efile federal. It worked for me once I figure this out
I just got off the phone with TurboTax. The state is not accepting state returns until the 17th I believe she said. If you want file your federal first you need to select paper file for your state return and continue e-file for Federal . Its going to let you successfully e file you federal first. And when state open you have to go back and change your state file from paper file to e-file.
I got the same issue today and it is Feb 12 2022
