during the efile process i paid the $25 fee for my state return. Then during transmission, turbotax flagged an error. apparently MN does not allow efile for returns that have a late fee (i had a $1 late fee believe it or not). I now have to file my state return by mail. How do I get my $25 efile fee refunded?

No one in the user forum can resolve a billing issue. If you have a question about your TurboTax fees or billing, make sure you use the word “billing” in your request for help. Do not use the word “refund.”
thx for the link. I posted the question here since I could not find a phone number or chat link.
yes, thx.
I encountered the same problem with MN eFile. It does not accept eFiled state tax returns if there is a late payment tax penalty applied to your return. You are directed to file by USPS mail. Unfortunately, TurboTax does not inform you of this during the eFile process sequence until you've already paid the state eFile fee via credit card. To obtain a refund of the fee, you have to call TurboTax customer support at [phone number removed].
To keep a late payment tax penalty from spoiling any future plans for state eFiling, use the quarterly (default) tax payment dates embedded in TurboTax, i.e., do not change them to reflect actual payment processing dates. TurboTax will assign no penalty and eFiling should work.
Hi - I have this same issue. Paid $25 then when I submit I get a message that I can't efile bc of something on my W2 (would have been nice to know this BEFORE paying...)
Were you able to get a refund?
Yes, took about 20 minutes with customer service. Noticed that the toll-free number for TurboTax customer service was removed from my earlier community post.
The system automatically removes phone numbers as it flags them for security reasons.
If you need to contact customer support for a refund, please follow the instructions here to contact them. @URMyBudE
