Do I need to submit prior year IT-182 forms for NY if I have passive losses to carry over?

I've had rental property losses in NY state over many years but have never filed form IT-182 or 8252. On my federal return, my rental losses have always offset other income so I had no passive losses to carry over. For NY, as a nonresident with no other NY-source income, these losses should be carried over but Turbotax has never generated either form for my returns. How can I ensure that NYS will allow me to carry over my prior passive losses? Should I 1) submit one IT-182 this year with all prior losses to be carried over or 2) submit IT-182 for each prior year with passive losses to carry over? Or does this mean I lose my carryovers for each year I didn't submit IT-182? If so, do I have any other options to mitigate my losses?
