Hello. I earned 2023 1099 income in Washington State as a consultant while living in California. I commuted back and forth over 20 weeks and spent 80 days in Washington for this work. Will I need to file a Washington State return and if so, are there any special considerations to be aware of?

No. Washington State does not have a personal income tax.

Thank You. Is the B&O tax mentioned on the page linked in your reply something I'd be subject to?
Here is a list of business tax classifications.
The state B&O tax is a gross receipts tax. It is measured on the value of products, gross proceeds of sale, or gross income of the business.
Washington, unlike many other states, does not have an income tax. Washington’s B&O tax is calculated on the gross income from activities. This means there are no deductions from the B&O tax for labor, materials, taxes, or other costs of doing business.
In addition, some cities impose the B & O tax, see here.
WA does not have an income tax return so this is not supported by TurboTax.
