Hi, I am having a weird problem. I moved from Colorado to California in January. So I only lived in Colorado in 2019 for less than one month. My colorado W2 form shows that about 70 dollars were reserved for Colorado state income tax. But after going through everything in Turbotax premier, It shows that I will receive about 1700 dollars for Colorado tax return. That is so weird. Anybody knows why? I am married and have a kid.
I revisited the date when I moved out of Colorado and it is correct. I do not know what is wrong and I definitely do not think I should take that money.

IF you are using the Desktop software installed on your PC or MAC.....open that tax return and switch to Forms Mode. Then look and open for the "Tax Payments Worksheet" in the Colorado section of the list.
That state worksheet will show all the total of 2019 state payments credited to CO, and the "supposed" source of those payments. The sheet is fed from your Federal interview entries, but it may show exactly where you need to look for the CO withholding/payment entries...whether an error in your entries... or not. (Only fix the entries by going back to the Federal interview, especially since two states are involved.)
Double-check and make sure you entered lines 15-17 of your W-2 correctly.

I examined the lines 15-17 of my Colorado W2 as well as California W2. The numbers were entered correctly.
TurboTax gets my Colorado wage right, it is $1500. However, somehow it thinks that I paid $1700 for Colorado state tax. Do not know how it comes up with that number.
When you filed your 2018 CO return, did you perhaps ask the state to apply your 2018 refund to your 2019 return?

Thanks! It turns out that my wife entered the state of her W2 as CO instead of CA. Problem solved.
