Can a parent claim a child in college if she/he dropped out for a full year at age 21 and came back after a full year? Or should the kid claim themselves after coming back and attending a year at age 22?

It depends. Was the he/she a fulltime student for at least 5 months in 2021? If not did he/she have gross income of $4,300 or more in 2021?
If they were not a full time student in 2021 and had gross income of $4,300 or more in 2021 then the parent nor anyone else can claim them as a dependent on a 2021 tax return.

The parent cannot claim the them as a dependent for tax year 2021. They can file their own 2021 tax return and would not indicate on their return that they can be claimed as a dependent.
