It's possible the form is not available. Please see this Turbo Tax FAQ on State forms availability for personal use.

Why does DO NOT FILE, FORM NOT FINAL appear on my printouts?

Check for updates tomorrow....then see what happens.

Most major updates are ready on Thursdays...but I noticed that the main update for Federal has not yet been issued this week. DC/States may also be delayed for whatever reason...try again tomorrow.

Have all update, still having same problem. I have used TurboTax since it first came out. Only time having this problem. Very disappointed in TurboTax. if not solved by 1st of march will do DC Return by hand.
