I'm trying to pay for state e-file via credit card but the popup window is blank half the time. I read through all the forums from years past where they either claim it's a graphics card issue and they instruct updating the drivers (really? two years later you still think my drivers aren't updated?) or someone recommends changing the Display graphics. I've even done everything that was suggested to change display resolution and percentage. I get as far as the login, create an account or sign in as guest screen but the buttons aren't clickable. One time I got as far as the login fields but couldn't place a cursor in any of them. Of course, I can always click out of those screens and Intuit offers to deduct the $20 of my state e-filing from my refund but would gladly charge me an EXTRA $40 to do so (bait and switch because they KNOW since at least 2019 that users are having this issue but they have no financial incentive to fix their broken cash cow). And not only that - but SOMEHOW all their other popups and links that open browser pages work as expected but yet this one that happens to save the end user a little money magically doesn't work? Seems suspect to me. This seems like a long shot, but hope someone else has better luck this year and would like to share because the issues still aren't fixed as of 2022 tax filing season.

I am having the same issue. My federal return went through and was accepted by the IRS. Turbotax is asking for $20.00 just to e-file the Oregon state return, (which is nuts because I already paid for the Fed/State download).
Once you get to the Intuit login and sign in, it goes to a blank billing screen with a spinning circle. I tried calling customer service (which is a joke) the first time I called I was on hold for 15 minutes, then got hung up on. The second time I was on hold for over 30 minutes, and gave up.
