I am helping my son, who is in the Navy, with his taxes. He is a California resident, but has not been domiciled in California since he has started this service. Does he still pay California taxes? If not, how do we get that corrected on Turbotax?

California is considered your son's Home of Record because that was what was used by the military when he entered the service. This can be chanted to another state by filing Form 2058 with the department of defense. For the tax year 2022, he will be considered a California resident and will still pay California taxes.
If you want him to still be considered a California resident, enter the California address for him. If he wants to change the address, he will not be able to do that for the tax year 2022. He can file form 2058 and change the address for the tax year 2023.

For California residents...in the military, he is stall marked as as CA resident....but....those who were posted out of CA for all of 2022, then they end up filing (AS-IF) they are a non-resident of CA.
There should be Questions a t the start of the CA tax Q&A about that....as long as he was marked as being in the military in the Personal Info section, and his military W-2 is marked as being for active duty on a long checkbox page just following his main W-2 form entry.
_______
IF he was only in the military part of 2022....I'm not sure how that works...
________
@macuser_22 @Bsch4477 either of you know exactly how all that works out for CA HOR/Military individuals
California FTB Publication 1032 details the state's tax rules for members of the military:
