CA is expected to release the final version on January 30, 2020. Once released, Turbo Tax will incorporate, test and make it available to you. Turbo Tax is waiting on CA. You can check the status at this CA forms link

I CAN NOT GET THE CA STATE FORM/RETURN TO RESPOND TO ANY COMMANDS. IT JUST WON'T DOWNLOAD...................  FROM DISK????? IT IS LOADED ON SAME TURBO FED RETURNS AND FED DOES FINE?  NO SIGN THAT CA STATE EXISTS........................  THANKS...AL

Although you can e-file your federal and state taxes together, if you choose to e-file your federal first, you'll have to wait until that return has been accepted before you can e-file your state.

How do I e-file my state after I already filed my federal?
