Last year, I got a notice from FTB that I triggered the Mandatory e-Pay requirement for the future. And I checked the wave conditions and figured out I did not meet.
This year, I calculated my tax and realize that I did not own any state tax, my employer already withhold enough state tax for me, in fact, I will get refund from CA.
But the options in the site indicate that I have to pay something:

So I am confused what I should do with this situation.

I don't know if it is true that you MUST pay something, but you could always make a token payment and claim it as tax paid on your tax returns later.
It is too late to make an estimated payment for Tax Year 2021, that deadline was January 15th, 2022, but you could pay something and claim that as tax paid for Tax Year 2022.

Also I reached to the FTB customer service. They confirmed that if I will get refund, I don't have to do anything.
The instruction is not that clear, and it is scary for me to get a notice from tax department 🙂
