California Form 3526 Line 4e

What happens when I enter the full amount in line 4c Vs less than that full amount? Does this amount in 4e affect the amount of taxes I have to pay or the refund I am getting? If no effect on taxes owed or the refund, how else does it affect my return?

The instructions on the State form does not really tell me much.
