It appears that Turbo Tax Business will let me mail in my S-Corp CA 100S form. However, the CA FTB says that any return prepared using tax software has to be e-filed. The list of tax software at the FTB website, though, doesn't include TurboTax?

That doesn't answer my question. You say "California waives the e-file requirement if the tax preparation software you use doesn't offer e-filing." But it appears that TT does offer e-filing option for 100S, so why make this comment?
So isn't the answer to my question that CA does require my return to be e-filed? Or am I missing something. Note that at the FTB website, where it lists tax preparation software, TT isn't mentioned.
Anymore thoughts on the matter?
My apologies, I initially read your post as if TurboTax would not let you e-file. If your return is able to e-filed, California requires it to be e-filed. Otherwise, you will be assessed a penalty. You would need to request a waiver to avoid the e-file mandate penalty.
I had a similar question. The instruction sheet that printed out stated to "mail your return to the following address..." although it was e-filed. It also says to "attach the following to your return: A copy of your federal income tax return." I think they mean to mail in a copy of my fed return.
