Calfornia filing necessary for cancelled debt for decedent?

I am filing a federal 1041 for cancelled credit card debt that was issued on 12/31/2021 in the name of my deceased father. He passed away on 1/30/2020. I was told to file 1041 and 982, because there were no assets in the estate and no probate was opened. The cancelled debt far exceeds the one business checking account that still exists in my father's name.

 

I finished the 1041 using TurboTax Business, but I got a prompt to file a state tax return. My father resided in California. Do I need to file 541 with California, even though the estate is insolvent? What do I do?
