Sorry for the confusion and please see edit, I found an exception if you moved into the state during the year and are filing as Part Year Resident

Generally no because Nebraska uses the same itemized deductions as the federal government.

The federal government eliminated the itemized deduction for moving expenses as part of the changes to the tax laws.

However, there is an exception, and the deduction is allowed, if you moved into Nebraska and are filing a Part Year Resident Tax Return.

Thank you for your response, but the reference in the answer to page 8 of Nebraska's tax booklet is incorrect.  It is not mentioned there.  Moving expenses are above the line and are not part of itemized deductions.  By the way, TurboTax 2019 Deluxe Addition prompted me to enter moving expenses in the Federal return even though non-military moves could not be deducted on the Federal return.  The prompt said that it might be deductible in some states.  TurboTax carried the amount over to the Nebraska return incorrectly.  I had to call Nebraska's DOR to get the answer because the information is not available on their website.  Even their level one employee was not sure and had to consult with someone else. I sent this to you as an confirmation that TurboTax handled it incorrectly.  I went back over both returns but had to remove it manually to correct the Nebraska return.  Very disappointed in TurboTax for Nebraska.  I regret making this additional purchase.

No, moving expenses are generally itemized deductions, but Nebraska has a special adjustment for Part Year returns.  If you are filing a Part Year Resident Return you should be taking the adjustment for moving expenses.

One followup question and one comment.  Thank you for getting back to quickly.  1).  My original question included that the move was into Nebraska.  So, yes, a part time resident of Nebraska.  The move is non-military.  So, now you are saying that a deduction (adjustment to income) is allowed?  2).  Moving expenses are not itemized deductions.  On the federal return in 2017, they were above the line deductions on Line 26 of the 1040, not on Schedule A (itemized deductions).  In 2018, the deduction is on Line 26 of Schedule 1.

Even though you mentioned you moved into Nebraska, I did not know when in the year you moved as to whether you would be considered a Part Year Resident yet. It was my error to not confirm before answering the question. No, they are not itemized deductions, but they follow the rules for job related expenses which are otherwise Schedule A deductions, so the instructions and laws are covered by these topics.

I apologize that I am confused.  This is a Part Year Resident return.  So, was this previous answer of yours incorrect?  "No, moving expenses are generally itemized deductions, but Nebraska has a special adjustment for Part Year returns.  If you are filing a Part Year Resident Return you should be taking the adjustment for moving expenses."

My original answer that said you could not take the deduction was incorrect. The current answer that you can take the deduction if you moved into Nebraska is correct.

Thank you very much.  Can you please tell me the Form and Line number that will be entered on?  Do you happen to have the reference number for the law or where it is in Nebraska's tax booklet?  I will want to talk to Nebraska's DOR again since their employee said that it was not allowable.

Thanks so much.  I hadn't realized that you have updated the link.  However, I think that link to the 2011 form.  I could not locate Line 66 on the 2018 form.  Is there a toll free number that I can talk to a TurboTax employee directly please?
