Still I hit my state of mass to continue filing won’t let me something about some document not in yet says something about feb 3
Yes, some of the Massachusetts state tax forms will not be finalized until February 3rd. The IRS is still finalizing some of their forms and because states depend on the information in the federal return, they often have a delay in some forms at the beginning of the tax season.
Here is a link where you can select the type of TurboTax you are using and your state, to see when forms are expected. The dates may still change and this link will be updated.

Yes says feb 3 that being said if I filed fed and on hold cause documents does that mean my fed is on hold to evoked choose have fees taken from taxes
If the federal forms are all finalized and it is ready to e-file, you can choose to file just the federal return at this time, and have all the TurboTax fees taken out of the federal return, then come back when Massachusetts is ready and e-file that return.
Note, if you don't e-file them together, you do have to wait until the federal is accepted before you can e-file the state. Sometimes this takes a day or even two.

I am confused so I can while my fed ? And wait til state of mass documents are in then efile them will I be charged again?
also how will I know when it’s ok while state says feb 3! What forms are they missing that I need why haven’t the state got everything figured out in time. Never had issues like this all years turbo tax and filing and seems like less iam getting back when zero has changed
Yes, if your federal is ready to file, you can file it now and then file the state return later, after those forms are available. There have been a lot of tax changes and the IRS and the state tax departments are still updating some forms. This is common early in the filing season.
When you go through Review, in TurboTax, it should tell you which forms are not ready. However, looking at the Massachusetts list, the main resident form, Form 1, is on the list for February 3rd, so if you are a resident, that one will definitely be required.
You can go ahead and pay now for your state software, then there will not be a charge when you come back to file the state return.
Or you can simply delete the state return, file the federal, and then come back to re-enter the state return when the forms are ready and pay just for the state software at that time. Most of the state return entries are pulled from the federal return, so it is easy to recreate.
