My daughter has lived in Colorado since 2016 and owns a home there with her partner. She started a one year post-doctoral position in California in Sept 2022 and is renting a home there. Her partner remains in their home in Colorado. She will return to Colorado at the end of the post-doctoral position in Sept 2023.

Yes, she should answer NO to Did you live in another state? @Steve M314 - Indicate she was a full-year Colorado resident - temporary absences don't count. There is another question about out-of-state income - on that question, she should answer YES and enter California - that will generate a CA nonresident return along with a resident CO return.

Based on the information you have provided, she is still a Colorado resident. She should file with Colorado as her "State of Residence". She is living in California, so she should answer yes to the question about living in another state. She will file a Colorado resident tax return, and a California non-resident tax return.
The only problem with answering "Yes" to "lived in another state in 2022", is that Turbo Tax then asks for "previous of state of residence (state where you lived before moving)". Turbo Tax won't allow you to have "Colorado" as the the State of Residence AND "Colorado" as the "previous state of residence". So, I was wondering if we should just answer "No" to "lived in another state in 2022"? Maybe this is like a student that goes to college in a state that is different than their permanent home? Wouldn't the answer be "No" in this case?
