I incorrectly filed form 1127 with my NY state tax return this year (we had income from NY, but we are not employees of the City of New York so we shouldn't have to file this form). When I amend my NY state return, would I just not file form 1127 with my amended return?

Form NYC-1127 is not part of your New York State tax return. It's a separate return that has to be either mailed to a different address or filed online on the New York City e-Services web site. You cannot e-file Form NYC-1127 with TurboTax.
It's not clear exactly what you did. Did you e-file your New York State tax return or did you file it by mail? If you e-filed, Form NYC-1127 was not included. So if you e-filed you do not have to do anything. The Form NYC-1127 that you filled out in TurboTax has not been filed.
If you mailed your New York State tax return with Form NYC-1127 included, I don't know what the state will do with it. They might just ignore it, or, less likely, they might send it to the New York City Department of Finance. You will just have to wait to see what happens. If you don't hear anything from the NYC Department of Finance, then you can just forget about the NYC-1127.
In any case, you do not have to amend your New York State tax return, because the NYC-1127 is not part of that tax return.

I also filled out Form 1127 incorrectly. This form is not included when e-filed to NYS correct? When I e-filed my NYS return, I elected to include my spouses information for Form 1127. After the fact (after e-filing) I decide to exclude my spouse hence removing her portion of AGI for the Form 1127 thus changing my refund amount relating to Form 1127. Do I have to resubmit my e-filing with NYS (because this form is included when e-filing with NYS)? Or is this form independent only for printing and NYS only sees the unallocated amounts for Form IT-201?

Form NYC-1127 is not included when you e-file your New York State tax return. If you are changing your NYC-1127 you do not have to amend or resubmit your New York State tax return because the NYC-1127 was not included with it. Changing the NYC-1127 does not change anything in the New York State tax return that you e-filed.
Form NYC-1127 is completely separate from your New York State tax return. You have to print the NYC-1127, sign it, and mail it to the NYC Department of Finance at the address shown on the form.
When you mail your NYC-1127 you have to attach a complete printed copy of your New York State Tax Return, including all schedules, and the Form 1127.2 that shows your 1127 wages and 1127 tax withheld. Form 1127.2 looks like a copy of your W-2, and is probably attached to your W-2 or was enclosed with it, but somewhere at the bottom in tiny print it says 1127.2. If you can't find Form 1127.2, just send a copy of your W-2, as long as it shows the 1127 wages and 1127 tax withheld in box 14.
