My wife is a New Hampshire resident but works in Vermont. Should she file a Vermont tax return using just her income info?

My wife and I file jointly for our federal taxes.  We are New Hampshire residents but she works in Vermont.  Does she need to file a Vermont return?

According to the Vermont's site, yes, she should file as a nonresident if she had "wages, salaries, commissions, or other income received for services performed in Vermont."
