I am similarly unable to get the Sate D of Pennsylvania Fiduciary package to work. I have likewise tried all the mentioned solutions: uninstall and reinstall; using the removal of state packages etc. The latter is designed for Year 2022 and earlier. I called support and was offered another solution of a force uninstall. ON other option came up which was to force uninstall the program. The downside of this is that in order to do it, you must uninstall ALL year 2023 versions. In my case, Home and Business 2023 as well as Business 2023. Since I still need another state package, Maryland, I am going to wait until 2/15/2024 when it launches, hoping that a fix will be included.
First, uninstall TurboTax
Then, view your Hidden Items in File Explorer

Thank you for the suggestion. It makes sense considering all I have seen with the 2023 versions. I hope I am not forced to re-purchase the State of PA again, however I am questioning the viability of the downloaded version. The Turbotax Deluxe 2023 Pennsylvania State Update, as of 2/12/2023 @ 2000 (8 pm), will not be ready until 2/21/2024. Like you, I am going to hold off on the uninstall process and hope the updates will fix the issues.

Same issue still with the Georgia state Fiduciary software connected to 2023 TurboTax Business for Desktop. After over 6 hours and 2 days on the phone with 4 different agents at Customer Service [phone number removed], no resolution was successful. With the agents assistance, we did the following:
1. Did the steps on the TTStateCleanup file fix of uninstalling the State software.
2. Uninstalled the primary 2023 TT Business for Desktop software, emptied the Trash Bin, re-booted
3. Re-installed a new 2023 TT Business for Desktop software download
4. Installed the same 2023 TT Business for Desktop software download on a separate laptop
5. All resulted in the same continuous loop, always returning to the "Start" prompt on the State taxes page.
After 6 total hours on the phone, and no solution, I was given a bogus discontinued phone number (800)446-8848 - Don't bother, starts with a Canadian greeting, then says no longer active). I was told the Customer Service is a separate entity subcontractor, and not really INTUIT. Where's INTUIT/TurboTax on this????
Any other solutions out there? My next option is to take my completed Federal to H&R Block and get them to complete my Georgia state return. I wonder if I can get my purchase of the Georgia state software refunded??
@BA767. I have exact same issue. I also needed state for TT Home and Business, no problems there.
It's likely this clunky TT Business software. They tend to patch late, not as many users/$$ i imagine.
Where did u download the State removal for 2023 edition? The previous link i had removed state from 2022 TT Business program, HaHa..... no help.
Anyway, come back and post fix, when and if you get it, I will do the same.

GA Fiduciary available print and e-file not until 02/23/2024! Was completely unaware.
Maybe it works after that date?! Hope So..
All: Replied to a similar post a couples days ago. I did get in touch with the escalation team ( developers) via a sr. customer service rep. Apparently, the TT business "STATE" will download to your system, however will not load until the state forms are available. Unlike TT Deluxe or other "1040" side software, the business software will not alert you to this delay.

That said, I am holding my breathe to see if this information actually works. In my case, Pennsylvania Business STATE will not be ready until 2/23, which interestingly coincides with the TT Deluxe (1040) release of forms on the state side.

I purchased Business @ Office Max and paid to download PA Partnership for the state filing. Do this every year. Turbotax program acknowledges the state is downloaded but seems caught up in the same loop as Doug below. I called Turbotax, talked with two very nice people, both of whom are obviously unable to solve my problem. After being offered to sent dates of when my filing is due (I know these dates), I was put back on hold and the call then disconnected, obviously I was hung up on. Experience is not good and I need answers to get my filing done.

Why don't the Customer Service reps have this link??? This would have saved me over 6 hours of on the phone time with reps that were very nice, but got nothing resolved. Hopefully, this will come to an end when Georgia Fiduciary becomes available Feb 23rd!

If there is a moderator assigned to this thread, strongly suggest that a short line regarding a link to download dates be created as a pop-up notice into screen when purchasing states!
A notice could accompany explaining that u can pay and 'download' now, but forms/state program may not be completely functional for use until: 'see link attached'.
They could then adjust dates as needed by altering the link data as appropriate.

Update for GA was yesterday, download not available usually til overnight as it posts to the web i guess.
FIXED: Open TT Business, turn AutoUpdater back on in preferences if you previously turned it off.
Then manually update your program if TT does not Auto Update.
The program Auto Updates the State patch......
TBH, this has likely happened to me at least one other year over the last 15 that I've used the program, just did not recognize it I guess.

With the new patching on 2/23/2023 my Pennsylvania state tax business forms works. I note that I also purchased Maryland which does NOT work. I did not have to do anything to the program other than do the standard end week updates. This corresponds to the "availability of state forms" info link above. I checked the file a little while ago and found that Maryland now shows release date of 3/1/2024 despite last week showing as 2/23/204. Apparently, it was delayed. I looked at the Georgia forms and found that they are similarly showing as not available until 3/1/2024 which account for one the users above found.
I note that GA release was changed to next week on 3/1/2024

I made the mistake of trying Georgia again on Friday 2/23. Almost threw my laptop across the room when it repeated the same loop. LOL!
I guess the key is to check the state availability link first and wait for “available”. Sounds like Pennsylvania loaded up OK. Just hope Georgia will as well.
