Yes it is.

Retirement income is taxable in whatever state your residence is located...at the time the $ are received.

IF you moved from TX to NC during 2018, then only the part received after you moved to NC is NC-taxable.

NC only exempts retirement income from it's own NC-Public-Pensions & Federal/Military pensions, and even then, only if the person was employed by that pension provider 5 years by 12 Aug of 1989.
