I lost income in 2016 on a 1099-b

Yes enter the information which confirms to the IRS that you indeed had a $299 loss. The IRS receives a copy of all 1099's. Failure to include 1099-B data will maybe cause them to write you a letter or assume zero basis on the trade. It's important to input all 1099 information.
