If you did not receive income from a pension or from a retirement account like a 401k or an IRS and do not have a 1099R then you skip that part and enter nothing there.
Form 1099-R is issued for rollovers, annuities and various type of retirement income, so sometimes you do get one even when you are not "paid benefits".
If you do not have a 1099-R, but the program is prompting you to enter one, you probably have an incomplete 1099-R entry, either started by mistake, or carried over from last year.
To find and delete the problem form:
