Why does Turbo Tax use the higher gross amount rather than the lower taxable amount on my Civil Service 1099R?

Why does Turbo Tax use the higher gross amount rather than the lower taxable amount on my Civil Service 1099R?
For income it is the gross amount in the program. Then on line 4b of the Form 1040, it will only enter the taxable amount on that line.
