Why do I have to file a NY return if I did not live or work there in 2018. I only received NY State Teacher Retirement.

You may have entered NY in boxes 13 and 14 (state distribution). TurboTax automatically generates NY state when you enter a state. Remove those two entries and delete the NY state income tax return.
