Why did TurboTax not file Form 8606 for my wife?

My wife had no IRA withdrawals or additions in 2023. But shouldn't TurboTax still file her Form 8606?

Form 8606 isn't systematically generated for each spouse every year, but only if certain events are reported on the tax return.
