If the form 1099-R that you received does not have the correct federal taxes withheld then you need to contact the Payer and get a corrected Form 1099-R.
You should not change any amounts that were reported on your Form 1099-R from Charles Schwab. Enter it as you received it. Go to Wages and Income > Retirement Plans and Social Security > IRA, 401(k), Pension Plan Withdrawals (1099-R) and click Start to enter your information.
However, if you made an estimated payment to help cover the amount that was automatically withheld and shown on your Form 1099-R, then you can enter that information in another section of your return. The following TurboTax help article will give you guidance to do this:
Where do I enter my estimated tax payments?
