This was already answered in your other thread. You are not being asked if you ever in your life received a lump sum payment. You are being asked if you received a lump sum in 2023. If you did not receive a lump sum in 2023 you say NO to that question and move on.
If you did not receive a lump sum payment on the 2023 SSA-1099 then you answer NO when asked about a lump sum payment.
To enter, edit or delete Social Security benefits reported on form SSA-1099
Click on Federal Taxes (Personal using Home and Business)
Click on Wages and Income (Personal Income using Home and Business)
Click on I'll choose what I work on (if shown)
Scroll down to Retirement Plans and Social Security
On Social Security (SSA-1099, RRB-1099), click the start or update button
