PA Form REV-1500.  Filing this form.the responsibility of the personal representative of the estate, or, if there is no personal representative or the personal representative fails in their obligation to file the form reporting this inheritance, the beneficiary of the IRA.

Note that this is not an income tax question and has nothing to do with TurboTax.  Income taxes due on a distribution from a beneficiary IRA are entirely separate.
